Hilmer Bosch is a researcher in Water Governance and Policy within the Resilience Management and Governance team. He has extensive experience in social science research and, following his PhD in 2022, has conducted research into topics such as water equity, the water economy and inclusive development. In doing so, he focused on conceptualising equity, using this framework to critically analyse policies, principles and policy instruments within water governance. Building on this, he contributed to the development of innovative, evidence-based policy measures and recommendations for transforming the water economy and promoting social well-being.

At KWR, his research focuses on social and socio-legal issues within the water and sustainability transitions, and on how societal values can be incorporated into these. Hilmer graduated in Water Management and Governance from the UNESCO-IHE Institute for Water Education (Delft) and obtained his PhD from the University of Amsterdam.
